Rural Loan Application – County Water System Improvements

  • Improvements are needed in our County Water System. Improvements include: 1) increasing filtration capacity at Pirtle Spring Water Treatment Plant; 2) Increase raw water influent rate from Gray Lane Pump Station; 3) Install a new booster pump station to service the Brizendine Tank. These improvements will create a more efficient and sustainable operation which will aid in the longevity of the system.
  • Estimated cost of the project is $995,000.
  • A loan is needed to fund the project.
  • A loan application has been submitted to USRDA which gives the District an interest rate of 2.25%.
  • USRDA loans require water bills to be at least 1% of Median Household Income (MHI) for our service area in order to proceed with the loan. The current MHI for Hardin County, Kentucky is $54,367.00.   • The federal regulation for meeting 1% of the Median Household Income started in June 1997 when the Rural Utilities Service instituted new rules to streamline the Water and Waste Program.
  • This adjustment is for water only and will not affect sewer rates.
  • The majority of our customers fall in the 3,000 gallons used per month range. For a 3,000 gallon a month user, they would see an increase of approximately $9.00 on their monthly bill.
